Like Hasbeen, I was out of the country in the early '70s but there was a really effective campaign in the UK to use a seat belt. A lot of people thought it was their basic rights not to wear one, so graphic head shots of people who had been injured appeared in TV ads and on the backs of buses in an attempt to scare them into "Click Clack Every Trip". The Autocar mag ran a series of articles, mainly on defensive driving in every day conditions, beautifully illustrated by Gordon Horner.
