It is a fibreglass mockup of the HD dashboard, constructed in GM's US design studios by a team led by Leo Pruneau. It uses parts that were to hand in the studio, hence the Hydramatic left hand drive layout for the selector. Here's a wider photo. Note the date on the photo is 30th August 1962. A Hydramatic badge was fixed to the boot lid of the fibreglass body mock up, too.
