The Americans were masters at giving their poverty pack cars the names of previously up market models. Ford's Fairlane was, in the mid-1950s, almost top of the range. By 1960 it was at the bottom. Same with Chevrolet. Their Biscayne Motorama dream car gave its name to a series of models that slid further down the pecking order as years progressed. By the late sixties a Biscayne was the el cheapo new car special so that dealers could advertise a low, low price and, as cj429 notes, entice the punters into the showroom and start the up-sell pressure.
