Makes a lot of sense. I remember driving the tiny Honda S600 sports car back in the 1970s and early 1980s when they were dirt cheap. That thing had a tiny four cylinder engine, only 600cc, but with its strong motorcycle heritage it was all-aluminium DOHC with four carbs and even sealed roller chain drive to each of the rear wheels.The point I'm making is that it would happily rev to 8500 rpm yet produced only about 60 hp with a top speed of 90 mph (140 km/h). So just a drive down to the shops at road legal speeds felt like you were doing a qualifying lap at Monaco! So much fun but no heat from the cops.
