I agree completely Mark, they banned ground effect, so why not wings. I would like to see any artificial down force generating contrivance banned in all categories. Being the panicle they are probably worried that Indy cars, or the top sports cars, that could legitimately generate quite a lot of down force with their bodywork, would be quicker, knocking them off that pinnacle. Pinnacles are pointy things, uncomfortable to sit on. They would be much better providing the best & most exciting racing possible. In my 1100CC F2 Brabham, I could usually beat most of the 1500cc twin cam Cosworth powered cars, despite giving them 30 to 45 horse power start, & many of the old Climax powered F1s. I could slipstream them, just inches off their tail, than slip out & outbreak them into a corner, with my lighter better stopping car. In one memorable formula 1 race at the Farm, I managed 5 spot on the grid, with just Leo, Stillwell, Cusack & KB infront of me. At flag fall I managed to slot into 4Th spot. With the 3 F1s nose to tail, just inches apart thundering down Hume straight they left such a huge hole in the air, that right up their tail, they pulled me up 25 MPH above the speed I could get alone, ON just 1/4 THROTTLE FOR GOD'S SAKE. The 4Th F1 car was right up my tail, but could not out break me. Such a convoy could never happen today, as the cars could not corner so close. I was still less than a second from the leader at the end of the 3Rd lap. Cusack had a moment at Creek, & broke it up on the 4Th lap. The 4Th F1 got me then, & Paul Bolton in one of the better Brabham Climax F1s finally got me on lap 7. As you can see below, we used to be able to follow each other pretty closely.
